Abstract
Due to the pressure of economic development, the labor shortage, and the increasingly complex competition in the international education market, New Zealand introduced the New Zealand International Education Strategy (2018-2030) in August 2018, and clearly established three goals: excellent education and student experience, sustainable growth, and global citizens. The strategy is characterized by innovative enabling measures such as “Export Education Levy”, multi-coordination among stakeholders and related strategies as well as all-win system. Nowadays, China is also facing fierce international education market competition. It is necessary to learn from New Zealand, enhance connotation development by improving quality and effectiveness, and promote international higher education with Chinese characteristics and the Opening-up in education.

摘要
在经济发展压力重重，劳动力短缺问题凸显，全球国际教育市场竞争愈加复杂化的背景下，新西兰出台了《新西兰国际教育战略（2018-2030年）》，提出三大目标：提供优质的教育和学生体验、实现可持续增长以及培养世界公民。该战略以“出口教育税”等创新性举措为抓手，以合作联动为基础，以多方共赢为保障，在众多国际教育战略中独树一帜。如今，我国同样面临复杂的国际教育市场竞争，有必要汲取新西兰经验，走提质增效的内涵式发展道路，打造中国特色的高等教育国际化模式，推动开创教育对外开放新格局。
